City of Lighthouse Pt bond approval vs actual expenses

Per the 07-08 Budget dated 5/22/07 that I obtained, the report states that:
March 2002 bond approved for $6,190,000…and $6,035,000 has been allocated (some remains or is unencumbered.)

Questions: What specifically can the bond be used for? I’d like to see the language on that. Why? I brought this up before and was told I was wrong, but I don’t recall every voting for ‘traffic calming’ with the bond. Over $1.5M is planned for spending on traffic calming. I thought the bond was for ‘critical infrastructure needs’. This was stormwater and buildings, not signs and sidewalks. $30,000 is in the bond budget for city entrance signs. Who pays for signs over 30 years?

The 2008 budget cuts were from CONSTRUCTION projects, not actual expenses of running our city. We have roughly $1M left in the bond money yet there is $3M in stormwater projects alone that have not been started (page 76, public works).

Who handles the oversight of BOND COMPLIANCE, checks, and balances for out city?
I’m very concerned that we cannot complete the critical projects that we borrowed the money for.
