Communications:
Commissioner Long said that there was no code regarding when shutters or plywood should be removed after a storm. City Administrator Lavisky said that the Florida Building Code requires adequate egress from a house. The Building Official can enforce this code. Commissioner Van Buskirk added that there is a danger of only having one exit and entrance into a house when shutters are covering windows. City Commissioners would like further discussion on the topic to see if they would like to implement a new code for the removal of shutters, however, enforcement could be an Issue.

Commissioner Long inquired about an ordinance on hurricane shutters. City Administrator Lavisky said that a draft ordinance is being prepared, which will be brought back to the City Commission for review. All City Commissioners agreed that they would like to move forward with an ordinance relating to hurricane shutters.

January 9, 2018 meeting minutes:

Mayor Troast updated the City Commission on some pending issues that were brought up at the December 12th City Commission meeting. They are as follows: updating the tree ordinance, a gift policy, drive thru’s, staggered terms for City Board members, and hurricane shutters. Mayor Troast said that in order to try to make things more clear for Administration, going forward he is going to ask for a motion, a second, and a vote as to whether the City Commission wants to move forward on an item. This will make it much easier to determine what we need to do to move forward. Commissioner Van Buskirk appreciated the Mayor looking in to these items, but thought that all of these items should have been brought back for further discussion.

A motion to include a discussion item on the January 23rd Agenda for a review of the current tree ordinance, specifically the term “economic impact”, and suggestions for possible changes, was made by Commissioner Joffe, seconded by Commissioner Van Buskirk, and CARRIED 5:0 as follows:
Yes: Commissioners Joffe, Long, Maucker, Van Buskirk, and Johnson
Commissioner Long said that all topics of discussion do not necessarily require a motion or action to be taken.
Commissioner Maucker said that there are degrees of discussion, and does like the idea of clarity. Some discussion requires action, and some items are less formal.
Commissioner Joffe said that there should be no issue with clarity, and that staff is good at executing when given clear direction.

Unfinished Business:
2. Discussion of proposed ordinance creating Section 14-9 relating to timeframes on the use of Hurricane Protective Devices.
The City does not currently have a code in place regarding the timeframes on the use of Hurricane Protective Devices. City Commissioners discussed the need to create an ordinance to better regulate how long devices are installed over windows, doors and other structural openings. Their main concerns were related to fire safety issues and the increased potential for home burglaries.
Consensus of the City Commission was to bring this item back for first reading at the January 23rd City Commission meeting and to amend proposed Section 14-9 (b) (1) revised from fifteen (15) days to twenty-one (21) days, and shall read as follows:
1. When the City falls within the National Hurricane Center’s five-day Track Forecast Cone for a tropical storm or hurricane and for a period of fifteen (15) (15 was x’d out and replaced)twenty-one (21) days after the City is no longer within any five-day Track Forecast Cone;

A motion to read the title of the ordinance was made by Commissioner Van Buskirk, seconded by Commissioner Joffe, and CARRIED unanimously. City Attorney Cirullo read the title of the ordinance.
A motion to approve the ordinance creating Section 14-9 of the City’s Code of Ordinances relating to timeframes on the use of Hurricane Protective Devises on first reading, was made by Commissioner Long, seconded by Commissioner Van Buskirk, and CARRIED 5:0 as follows:
